Little difference in rent between surface and structured parking provide little incentive to build structured parking
abundance of spaces (some 6,500 surplus)
Surface parking is great for the heights, but it prevents future development downtown
For now, the City needs to budget that parking is a necessary evil, a must and a money loser.
