Tesch said 40 percent, or about 60 of the apartments at Villa de San Felipe, will be reserved for families who make 60 percent or less of the area's median income. "This is the first time I've worked with the New Mexico Mortgage Finance Authority. They have been very helpful through the process," Tesch said. The Albuquerque Development Commission in October awarded Tesch Development the project. Albuquerque's Armstrong Brothers, one of the bidders, unsuccessfully appealed the decision.
